CLOUD_INIT_REMOTE_HOOK appears broken in 0.7.2/latest

Bug Description

Using the rightscale module with the following in EC2 userdata:

CLOUD_INIT_REMOTE_HOOK=http://rightscale-oss.s3.amazonaws.com/bootstrap_rightlink_5.8.8_x86_64-ubuntu-ec2.bash

Fails, outputting the following:
2013-11-11 02:43:28,692 - __init__.py[WARNING]: Unhandled non-multipart (text/x-not-multipart) userdata: 'CLOUD_INIT_REMOTE_HOOK=h...'

This looks like a regression of https://bugs.launchpad.net/ubuntu/+source/cloud-init/+bug/668400

I can confirm the functionality works in 0.6.0 and 0.6.3.

I am also wondering why DataSourceCloudStack.py runs (before cc_rightscale_userdata.py in this case) as this is on EC2.

wrt 'DataSourceCloudStack', that should be ignored. DataSourceEc2 has always been the last datasource to run, as it is the only one that can only be guaranteed to be found by polling (all others are definitive presense or not).

I suspect you're correct in the regression.
