Bug Description

more than once i've wanted to insert a full functional data source by putting everything into a /etc/cloud/cloud.cfg.d file.

This would be usable/useful via either:
 * kernel cmdline 'cloud-config-url='
 * preseed with cloud-init/local-cloud-config (which gets written to /etc/cloud/cloud.cfg.d/90_dpkg_local_cloud_config.cfg).
