Bug Description

currently, in cloud-config, user can specify:
apt_mirror: http://my-local-ubuntu-mirror.example.com

The issue is that they are not able to specify a mirror for 'security.ubuntu.com' at all.
The default sources.list.template contains security.ubuntu.com hard coded. This is an issue for "completely offline" mode (where offline means not connected to the real internet).
