Cloud-init chef plugin should support more distros and installation methods

Bug Description

Currenlty, ruby pacakges in the cc_chef module are correct only for debian and ubuntu. Also we should support the Omnibus installer.

Please consider to merge this patch, it adds Chef omnibus installer support.
Tested on:
- Fedora 17,
- Centos 6.3,
- Ubuntu 12.10

 Thanks for the patch!

 I made some modifications, and put it into a branch at lp:~smoser/cloud-init/chef-omnibus .
I'd appreciate it if you could give it a go, and comment in the merge proposal at https://code.launchpad.net/~smoser/cloud-init/chef-omnibus/+merge/139491 .

Omnibus support was merged; if people want more methods, please open new bugs.
