Bug Description

Extend lxd smoke tests to cover lts & devel in both

I.e. all releases should smoke test launch cloud-init --wait their current release.

But please also always launch ubuntu-daily:$devel; and ubuntu-daily:$current-lts (if different from your same-release test).

This is to ensure to catch regressions that will hit us next.

CPC has a backlog item now to improve lxd smoke tests. Currently it focuses on matching Host and Guest.

My slight counterproposal is instead of `ubuntu-daily:$current-lts` to use `ubuntu:$current-lts`, that way we're running the most stable LTS workload
