minimal images for arm64/aarch64

Looking for the arm64 version of any Ubuntu Minimal image on https://cloud-images.ubuntu.com/minimal/

There only seems to be x86_64

Thanks for the bug report, Ryan.
This is currently in progress and we'll likely have minimal arm64 images for 23.10 (Mantic).

@raharper arm64 minimal images were never produced but as toabctl states they are in progress we hope to publish before mantic release. They will only be present for mantic and later.

There is a bug related to the arm64 images though @ https://bugs.launchpad.net/cloud-images/+bug/2036968 which we are working on.

These will be part of the 23.10 release too.
