vagrant box disk size is too big by default

Bug Description

My current vagrant box (ubuntu/bionic64) is unfortunately too big by default. 20GB would be fine.
I'm using several boxes but with 40GB disk size I'm not able to use them anymore.

There is a vagrant-disksize plugin which can increase the size of the disk very easily. So, if someone wants to use a bigger disk size this plugin helps.
Unfortunately this plugin is not able to descrease the disk size. That's why this is not an option for me.

vagrant should not use the full 40GB though, it'll be sparse, unless you start actually using all of the space
making it smaller might break some people, i do understand it's possible to resize but that's with another plugin, and since the actual disk space is much smaller, it shouldn't make a difference?

The disk size increases over time - even if you actually use only a small part inside of your VM.
After a one or two weeks of usage the 40GB are used almost completely.

IMO we should start with a small disk size. It is really easy to increase the size. But it is not possible to shrink the disk size!
