ubuntu eks 1.15 ami not working

Bug Description

kubelet fails to start using "ami-097b21681f89b38c5" with eks 1.15 cluster. As a result no worker nodes are added to the cluster.

Error: unknown flag: --allow-privileged

Seems /etc/eks/bootstrap.sh script need update as it still uses allow-privileged=true.

This bug should be fixed in the 1.15 images with serial 20200406.1 and later, as described in the Ubuntu EKS webpage: https://cloud-images.ubuntu.com/docs/aws/eks/.
