Bug Description
I created two vm instances using ubuntu 16.04 cloud image and ran them on openstack queens version. Using a key pair file, I successfully created an ssh connection to two VMs on my desktop. After uploading the private key file .pem to the two VMs, I tried to ssh between the VM instances and failed. Post the ssh debug message below. Please check.
