smartos cloud_final_modules should include package-update-upgrade-install

In SmartOS images, /etc/cloud/cloud.cfg.d/80-smartos.cfg includes a cloud_final_modules list that overrides the default in /etc/cloud/cloud.cfg. This list is missing package-update-upgrade-install, which should be added to 80-smartos.cfg. Additionally, the the following should be considered for inclusion.

 - package-update-upgrade-install
 - puppet
 - chef
 - mcollective
 - salt-minion
 - ssh-authkey-fingerprints
 - power-state-change
