Bug Description

The buildd images (e.g. https://cloud-images.ubuntu.com/buildd/daily/bionic/current/bionic-server-cloudimg-amd64-root.tar.gz) have /boot empty except for filesystem.packages and filesystem.packages-remove. Those files probably shouldn't be there.
