18.04 cloud image installation of gcc fails

apt install gcc (after update) fails with the message
E: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/l/linux/linux-libc-dev_4.15.0-43.46_amd64.deb 404 Not Found [IP: 91.189.88.161 80]
For some unknown reason, it tries to install version 4.15.0-43.46 of linux-libc-dev, while it should install version 4.15.0-45.48.
uname -r gives 4.15.0-45-generic

Thanks for using Ubuntu and for filing this bug! Could you add precise reproduction steps, to ensure that we are seeing the same issue?

The problem was fixed in the next update of Ubuntu docker image.
