Consider not including LXD on Minimal Cloud Images

Bug Description

I believe including LXD (due to it's use of snap core), more than doubles the size of minimal images. LXD can always just be snap installed. Furthermore, if you are planning to do a LXD setup, perhaps the Snappy Core image would be better?
