lxd containers have strange amount of apt lists

Bug Description

In /var/lib/apt/lists, there are "*main_binary*" and "*restricted_binary*" Packages files.

After one executes apt update, additional two appear "*universe_binary*" and "*multiverse_binary*" Packages files.

This means that out of the box, one can install, from the release pocket, anything that is in main/restricted, but not from the universe/multiverse.

I do not know if it is intentional to have /var/lib/apt/lists at all.

I do not know if it is intentional to have only main+restricted lists "pre-cached".
