tzdata package has been removed at 2017-04-10

Hello!

It appears that `tzdata` package has been removed from the tarball at 2017-04-10.

< tzdata 2016j-0ubuntu0.16.04

In other words `tzdata` package is not present in https://partner-images.canonical.com/core/xenial/20170410/ubuntu-xenial-core-cloudimg-amd64.manifest.

My docker builds is also broken.
Can anyone else tell me why this package was removed?

This is also broke my image based on Ubuntu, which will set `TZ=Asia/Shanghai`, they used to work, but not anymore. It's a behavior change, which affect a lot people, so it shouldn't be changed quitely.

And it's also not consistent with `14.04` image behavior, which contains `tzdata` package, so support `TZ` environment variables.

It's concerning that the sister bug https://bugs.launchpad.net/cloud-images/+bug/1682305 was marked as Wont Fix.

This is a breaking change. Please revert both changes (locales and tzdata). Or are we supposed to consider all releases of official Ubuntu images to be unstable?
