OOM kill of various systemd processes when booting with 256MB of ram

Bug Description

I took https://cloud-images.ubuntu.com/yakkety/current/yakkety-server-cloudimg-amd64.vhd.zip, converted it to vhdx to save space (but did not change logical size), and booted it wth 256MB of RAM, generation 2 Hyper-V VM, secure boot set to 'windows certificate authority'.

It boots into early userspace but not AFAICT through into cloud-init; systemd-udevd and probe-bcache are getting OOM killed.
