Cloud images not publishing to new AWS regions us-east-2, ap-northeast-2 and ap-south-1

Bug Description

Latest Trusty AMIs are not getting published to new AWS regions us-east-2, ap-south-1 and ap-northeast-2. There are some images published, but they're not the latest and not all variants (hvm-ebs, etc.) are published. For example, the lastest us-east-2 AMI is 20161109, but only hvm-instanceStore, the latest hvm-ebs published in us-east-2 is 20160810.

I asked on #ubuntu-server and they mentioned that this might a result of these regions only support v4, and so use a different upload process.

It looks like images for 20161205 were pushed to all regions, but https://cloud-images.ubuntu.com/query/trusty/server/released.current.txt wasn't updated. We use this file to programmitically keep our AMIs updated, can it please be updated?
