Bug Description

CPC AzureTests verify that azure vm instances get configured to access azurre mirror:

azure.archive.ubuntu.com

But those are now failing for zesty where it is being set to:

archive.ubuntu.com/ubuntu

BTW, this does not look as a transient or race condition issue, it was filing consistently on all azure-general tests on zesty:
