vagrant image for xenial64 doesn't contain user 'vagrant'

Bug Description
The default user for vagrant images is supposed to be 'vagrant' with a password 'vagrant'. All the ubuntu images on vagrant follow this rule, except for xenial64 https:/
Can this be fixed, because it breaks the convention.
