ppc64el tag should be ppc64le

The ppc64el tag on the cloud-images name should technically be ppc64le (little endian). See Fedora's images as an example:

Thanks for taking the time to report this bug. ppc64el is the Debian/Ubuntu architecture name, so it is intentionally used instead of ppc64le. As such, we won't be changing the naming or tagging of the cloud images.
