FYI, to all those who want a working base box I gave up and just repackaged a corrected version of ubuntu/xenial64 last night. Mine is on atlas as "v0rtex/xenial64" and so far I only did a version for the virtualbox provider since I do not have vmware at the moment.

I updated guest additions and package versions and then changed the username from 'ubuntu' to 'vagrant' along with all the dependent sudo, group and permission fixes. This is working great for me so far.
