Bug Description
In an effort to make Ubuntu Server images smaller, we'd like to disable 'recommends by default'.
In a cloud and server world, people say what they want.
For packages that drop out that we explicitly *do* want included, we can add them to the seed.
A seed is a cost we bear once; bloat is a cost ALL of our millions of
users bear EVERYWHERE. So let's carry the cost of a finer-grained seed
ourselves, everywhere please, and turn Recommends off by default everywhere.
