Bug Description

Cloud-images all run their cron jobs simultaneously, causing a large resource usage spike on the hosting physical infrastructure. It would be great if cron run-parts were run with a randomized sleep to spread this load.

This doesn't seem like a problem with cron but a problem with the configuration of cloud images.

Cloud images are Ubuntu Server, so this is not an issue specific to cloud images. This should probably be handled on a per-cronjob basis (and has already been handled in apt, for example), so I'm marking as Won't Fix.
