Just a note about copying without rebuild from staging->proposed in the context of PPA signing keys. Currently the staging PPA signing key differs from the private PPAs signing key. I believe that would prevent us from copying binaries (without rebuilding) from staging to proposed. If the keys were the same, then I believe copying would be an option. This may also be part of our security model for the cloud archive. I will discuss with James next week.
