Bug Description
[Impact]
While building Horizon image we install several of it's plugins:
INFO:kolla.
But it fails because of some packages conflict with each other:
INFO:kolla.

INFO:kolla.

This should be successful:
sudo apt install python3-
[Regression Potential]
The package doesn't install due to a late change in the cycle, so we need to get it to install. I don't know that regression potential really applies in this case.
