AttributeError: 'NoneType' object has no attribute 'started_at'

Bug Description

Im getting the above error on openstack: AttributeError: 'NoneType' object has no attribute 'started_at'

VM instances do not get the public key inserted, so cannot ssh to instance.

check neutron-linuxbridge-agent.log

Apparently its fixed in the openstack/neutron 13.0.5 release. (Rocky)

but when I perform ubuntu apt-get update, apt-get disc-upgrade, etc it will not upgrade past neutron 13.0.4.

Can you help?

In addition to the 13.0.5 being tracked (and landed) in the bug linked above, Neutron for Rocky is now updated to 13.0.7. I'm marking this bug fix-released on that basis. If the point releases did not resolve this issue, please re-open this bug.
