cinder-common postinstall pkg script fails with Netapp NFS shares mounted

Bug Description

we currently using rocky repositories from ubuntu cloud archive on an ubuntu 18 installation and see problems updating cinder-common package while having our backend storages mounted over NFS under /var/lib/cinder/mnt/*.

The postinstall script will try to chown all files under /var/lib/cinder to cinder:cinder which failes as the Netapp NFS share includes .snapshot* folders that are in read only state. apt then reports the following error:
