cradox package dependency for gnocchi

Bug Description

The python package cradox is missing for gnocchi component. Currently, the only work around is to install pip and then the cradox python package.

One more piece of information is that this is affecting Ubuntu Xenial and Openstack Mitaka.

Xenial shipped Ceph Jewel, which I think made the switch in python-rados to the crados implementation - so you should be able to install python-rados and get the same level of performance as with the cradox fork, which is unpackaged in Debian or Ubuntu.

Gnocchi should try to load rados and cradox if detected, so this should work fine (I've not tested).

Marking Won't Fix; Ubuntu provides python-rados, which should be equiv to python-cradox for Ceph Jewel.
