Bug Description

New point releases for misc openstack components for the mitaka release:

neutron 8.1.0

The following components have new upstream releases, but don't actually contain any new functionality, so we'll skip for Ubuntu:

neutron-fwaas 8.1.0
neutron-lbaas 8.1.0
neutron-vpnaas 8.1.0

    Resync charm-helpers

Avoid use of 'service --status-all' which is currently
broken on trusty for upstart managed daemons; the change
moves to detecting how the daemon is managed, and then

Fixes for IPv6 network address detection under Ubuntu

Update the version map to include 8.1.x as a Neutron

All of the OpenStack packaged used to be covered by an explicit MRE so we've not done explicit test plans for a long time; they will be run through the regression test suite we've had in place for the last four years which at a high level is:

deploy openstack from proposed using Juju
run tempest functional test suite from upstream against deployed cloud

(obviously quite a bit in the details there)
