Bug Description

Deploying OpenStack Ironic with Mitaka release, ironic-conductor fails to start:

2016-04-20 17:55:30.969 5303 ERROR oslo_service.service DriverLoadError: Driver IPMIPower could not be loaded. Reason: Unable to locate usable ipmitool command in the system path when checking ipmitool version.

I've added ipmitool (>= 1.8.12) to the runtime depends for ironic-conductor inline with upstream documentation for the Newton release packages.
