ceilometer-agent-compute init script doesn't install properly

Bug Description

After installing latest ceilometer-agent-compute and ceilometer-collector dpkg on ubuntu 12.04.2 LTS x64 , the /etc/init/ceilometer-agent-compute.conf and ceilometer-collector.conf *SOMETIMES* isn't installed properly and instead is /etc/init/ceilometer-agent-compute.conf.dpkg-new (or ceilometer-collector.conf.dpkg-NEW). I have to rename it to the appropriate name (remove .dpkg-new) for the service to start properly.

# dpkg -l|grep ceilometer-agent-compute
iU ceilometer-agent-compute 2013.1-0ubuntu1~cloud0 ceilometer compute agent

dpkg -L shows correct file, however:
# dpkg -L ceilometer-agent-compute|grep conf
/etc/init/ceilometer-agent-compute.conf

Yet, the file installed is named incorrectly:
# ls -ald /etc/init/*ceilometer-agent*
-rw-r--r-- 1 root root 430 Apr 5 19:58 /etc/init/ceilometer-agent-compute.conf.dpkg-new

.dpkg-new would indicate that changes had been made to the upstart configuration since the installation of the package; is it possible that local changes where made?
