unneccessary python-<core> build dependencies on core source packages

Bug Description

many of the core project ( glance, nova, keystone, cinder ) have unnecessary build dependencies on other core projects. In some cases this creates circular dependency logic.

None of the core projects with possible exception to horizon need these build dependencies. They can be setup and unit tests in a stand alone fashion. And installation dependencies are tracked separately.

I think someone got a bit build dependency happy.

Hi Matt

Thanks for the bug report; although these packages are not required to run the unit tests they are required allow python debhelper to definitively identify the correct dependencies for the binary packages generated.

Marking 'Invalid' as this is not a bug.
