We need to fix contrib/devstack with new option groups added in https://review.openstack.org/#/c/71243/7

Symptoms: no climate-m started because of no existing climate_admin user, that's default opt for the appropriate flag. Now this opt is created in DEFAULT section in devstack, but we wait it in 'physical:host' section after https://review.openstack.org/#/c/71243/7 got merged.
