drag and drop replaces commands

Bug Description

When trying to drag a command in the command list, when you 'let go' of it, it replaces a command.

What it should do is move the command you are dragging and place it where you drop it without replacing any commands. It should be inserted before or after a command, not replacing a command entry.

When we comment lines:

        if context.action == gtk.gdk.ACTION_MOVE:
            context.finish(True, True, etime)

Then row not be deleted after move.
