Update manager gives obscure "COMMAND ERROR" error message

Bug Description

I'm on a slow internet connection and am trying to update the click packages on my phone.
One app updated fine but another failed with "COMMAND ERROR" which seems a bit rude and obscure. I can of course press "retry" but it might be nice to have a more friendly error message.

Starting with build 174, when I launch the Update Manager, the screen flashes for a second, then the screen is all white with no update options. The ubuntu-update-manager log file contains the message '112] Service registered to com.canonical.applications.Downloader |0217 20:40:08.392717 4019 daemon.cpp: 140] Timeout reached, shutdown service.'
I have tried this on 4 different networks, none of the networks require a authentication or appear to have a speed issue.

I get the same "COMMAND ERROR" error for any app update ever since the r212-ish build (on r213 now) with a fast connection. For some reason r194 didn't even have an Upgrade Manager app, but versions prior to this had always worked reliably.

I am not sure if this is related to this bug, but I can't install any apps in 14.04 r250. When I try to install apps I get the error "Installation failed: please check ubuntu-download-manager.log".
