long lists don't always scroll

I have a lot of installed apps. Sometimes the list won't scroll at bottom to show otherwise non-visible apps.

On opening a sub-menu when the menu already has a large number of items in it, none of the items in the sub-menu are displayed.

I would expect the sub-menu items to be displayed underneath the sub-menu and remaining items from the parent menu displayed underneath them.
