Allow enabling ClassBot to send a PM to you when a question is asked

Bug Description

I think it would be helpful if a ! command could be sent to ClassBot to enable/disable PM-ing you when a question is asked in #ubuntu-classroom-chat. This would be nice so a session leader could respond to questions faster and be less likely to leave questions unanswered. Obviously not all session leaders would want ClassBot to PM them, so it'd be nice if it could be disabled by default but easily enabled. Maybe something like "!notify" could be used to toggle the feature on/off (if that's possible).

I think this is reasonable, but I'd rather have it enabled by default.

While I sympathize that sometimes it's easier not to use ClassBot for questions, sometimes (especially during the larger events, like Ubuntu Open Week) session leaders have trouble following -chat and finding all the QUESTION: lines because it may be too busy or they're focused on teaching, which is why ClassBot offers this functionality at all.

Elizabeth, that is why !q exists. It allows them to easily see questions. I will want to talk to more instructors, but I think that I personally at least would find PMs from ClassBot in the middle of my session notifying me about new questions distracting. I would much prefer to just run !q when I am ready to check for questions.

It would not be too hard to enable ClassBot to notify ALL instructors and/or ALL Helpers. The challenge would be to allow it to only notify some instructors or helpers.

I really agree with Elizabeth. Not getting notifications is kinda backwards to me. I don't want to interrupt my workflow to do manual polling on ClassBot.

Adding to that that I just missed a handful questions on my session because I expected to be notified. Power users can turn it off. Mortals like me need hand holding :-) The default should Just Work.
