Bug Description

It was observed that some CIs vote +1 on a patch but the URL to access the logs returns 404. ciwatch should detect this and probably mark as CI failure.

Maybe it should not be marked failure, but as some other status? The CI still might have passed the test. The CI itself failed to upload the log, but the test still have passed, if it makes sense.

If the main goal of CI monitoring system is to check the status health of CI then "failed to upload logs" could be argued as a CI failure. But it's reasonable to mark such results with "partial success" of some sort
