open ticket button in service listing does not always work

Bug Description

In some web browsers, like IE and Chrome, the open ticket button in the service listing does not always work. Instead clicking the button ends up triggering that table row that goes to edit the service attributes. If you move the mouse fast to the open ticket button it works, if you move slowly it seems to fail.

I figured out how to repeat this bug in any browser. If you click and hold down the mouse on the open ticket button it seems to trigger the table row and opens the edit service screen. If you click and release quickly on the open ticket button it triggers the open ticket button like expected.
