Bug Description
- Enrolled an Ironic node with VPC disabled.
- Create a nova instance on the Ironic node.
- In booted baremetal node do /sbin/ifconfig.
- Not all the interfaces are up and we have to manually bring up the interface and enable the dhcp for those interfaces.
- With VPC we can see all the interfaces are up.
