ec2metadata public-key query has double slashes in it

Bug Description

Running 'ec2metadata --public-keys' causes a request for a URL with double slashes in it.

wget: server returned error: HTTP/1.1 404 Not Found
failed to get http://169.254.169.254/latest/meta-data/public-keys/0//openssh-key

Since the meaning of an empty hsegment is a raging argument on the Internet, with multiple interpretations, it might be prudent to get rid of it.
