No Virtio GPU support on AArch64

Bug Description

When I use cirros-0.4.0-aarch64-disk.img as guest os in OpenStack to create vm, I got a vnc console problem: Guest disabled display.

Console log of the vm is in attachment.

CirrOS daily also do not initialize graphics. With 4.15.0-72 kernel from Ubuntu 18.04 release.

Support for virtio-gpu got merged into CirrOS.

We are working on releasing test images.
