This is harmless because openstack uses own disk sizes and expands existing.

just for clarity, this is the kernel just saying "hey, there is no gpt signature at the end of the disk". and that is true... the disk image and gpt partition table was created at 48M (or some size). And then when run, openstack created a disk of 2G (or some size) and added zeros to the end of the existing disk.

cirros then uses growpart to re-write the header, and on the next boot all would be well.
