Bug Description
Cirros doesn't seem to honor forced DHCP options from dnsmasq like other OSes do. I'm forcing MTU of 1454 to work around GRE encapsulation limits, and other cloud guests work fine, it's just Cirros that isn't updating its MTU.
I captured the dnsmasq logs (attached), but didn't see anything useful in the Cirros image.
