Bug Description

The CirrOS Launchpad download page <https://launchpad.net/cirros/+download> doesn't have links to the pre-built 0.3.1 CirrOS images available at http://download.cirros-cloud.net/0.3.1/

I am able build image and use it. However not able to find qcow2 format or ready built.

  I probably need to do something to address this on launchpad, but the "top level mirror" for cirros is now
    http://download.cirros-cloud.net
