Cinderlib Gate broken in Zed

Due to some DB code changes in Cinder, the gate is failing with Zed.

The unit test failures are db-related, possibly something to do with the changes in cinder that removed use of the legacy oslo.db engine facade [1].

Currently, the gate is still testing against Yoga. We need to fix this as soon as possible in order to Open cinderlib for zed development [2].

- 17 cinderlib tests we run in cinder-tempest-plugin-lvm-lio-barbican
- cinder-plugin-ceph-tempest also should run cinderlib tests.
