Bug Description
Currently IBM SVf driver doesn't allow to extend a volume which has an existing snapshot.
When a snapshot is created, an FC_map is also created between the source volume and its snapshot.
The IBM SVf driver code has a condition to check the fc_maps of the volume to be extended.
ERROR:Extending a volume with snapshots is not supported.
If the fc_map exists, exception is raised and extend operation is aborted.
Whereas, IBM storage supports extending a volume which has an existing snapshot.
Hence need to enable this support from IBM SVf driver to allow extending a volume which has a snapshot.
The fix needs to be backported to Openstack Wallaby release as RHOSP 17.x is based on Openstack Wallaby release.
