Dell PowerMax driver issues restapi version 92 for Unisphere 10.1

Bug Description

During adding support of PowerMax Unisphere 10.x in the change Ie9561eeb30a54539cbd, it checked the exact match for 10.0, which caused it wrongly invoked RESTAPI version 92 for Unisphere 10.1 or above.

Recognize Dell PowerMax Unisphere 10.x (x>0)

Fixes an issue introduced by change Ie9561eeb30a54539cbd, which added
support for PowerMax Unisphere 10.
