api does not dump config options in debug log when it's deployed as wsgi application

When debug is enabled each service dumps loaded config values into debug log. This is useful for operators to detect misconfiguration.

However when the api service is deployed as a wsgi app, instead of a standalone service, this information is not dumped to logs.

    api: Dump config options when deployed as a wsgi app

    This ensures api service dumps config options to debug logs when being
    deployed as a wsgi app, so that users can review the effective values
    and find misconfiguration more easily.
