list dependencies with tox4

Bug Description
On tox 3, running "tox -e pep8" (or py38, etc) locally would print the dependencies used in that environment. That is, basically, useful. tox4 no longer does it.

We should do this for our CI jobs and local developers.

CI jobs actually cover this by running pip freeze, but the local developer case is a different issue.
